ICMP mid-year review meeting of 2016

On July 26, 2016, the mid-year review meeting of Integrated Coastal Management Programme (ICMP) hold in Hanoi with the participation of representatives from the International Cooperation Department, Financial Department, the Directorates of Forestry, Water Resources (Ministry of Agriculture and Rural Development), CPMU/ICMP and GIZ/ICMP.

 

The review aimed to assess the programme outputs of the first six months through supporting activities in agriculture, forestry, fisheries, water management, planning and budgeting and aimed to present the coming operational plan for negative impact mitigation of climate change to the economic development and people's lives of the 5 provinces in Mekong Delta (MRD): Bac Lieu, Soc Trang, Ca Mau, An Giang, Kien Giang.

As reported at the meeting, the activities of the programme has brought positive results in the integrated coastal management in order to increase the ecosystem resilience to help Mekong cope with the climate change impacts. Under the programme support, the mangrove co-management models have been developed and brough success so far in Soc Trang and Ca Mau contributing to coastal forest ecosystem recovery and sustainable livelihoods for the people along the coast MD; the advisory report on "Integrated mangrove restoration planning in Mekong Delta – overall planning and investment roadmap" conducted by VNFOREST; and the first national strategy on integrated coastal management including integrated coastal protection plan and coastal forest policy had been launched.

 

In agriculture, 5 shrimp rice cultivation model and 4 public-private partnership model in rice value chain have been implemented, a partnership between the Mekong rice research institute and provinces in producing stress tolerant rice varieties was established, an action plan to support capacity building for agriculture cooperatives in the programme sites was completed.

 

In fisheries, for improving the aquaculture environment policy, supporting small and medium - sized farmers and enterprises, 4 Farmer Interest Groups (FIG) in Bac Lieu are supported to implement sustainable shrimp farming, and linked up to market and company under PPP model, 4 new FIGs in Ca Mau were established and supported to implement sustainable mangrove-shrimp farming in association with co-management model; a draft version of new Fisheries Law is prepared and consulted with public and stakeholders.

 

In water management, supporting the authorities and farmers to better deal with drought and floods, operational regulations for Quan Lo - Phung Hiep and Long Xuyen quadrangle irrigation systems are run effectively under the programme, An Giang - Kien Giang water management agreement is assisted in implementation.

 

According to Christian Henckes - ICMP CTA, to support the up-scalling of successful models on a large area, the Mekong Delta Climate Resilience Initiative (MECRI) with the goal to develop and implement an integrated strategy for the Mekong Delta is proposed for the coming time. Possible set-up of MECRI will start with a Vietnamese entity responsible for regional coordination which could steer or supervise the efforts on regional coordination with regard to climate-resilient and possibly green growth in the Mekong Delta.
