PROJECT ON SUPPORT FOR THE REDD+ READINESS PREPARATION IN VIETNAM

The project “Support for the REDD+ Readiness Preparation in Vietnam” granted by Forest Carbon Partnership Facility (FCPF) through the World Bank (WB) was approved by the Minister of Ministry of Agriculture and Rural Development at Decision No. 58/QD-BNN-HTQT on 10th January 2013. The total cost is USD 4,432 million, of which the FCPF grant is USD 3,800 million and contribution from government and pilot provinces is USD 632,000. The project lasts for 3 years (2013-2015).

PROJECT ON SUPPORT FOR THE REDD+ READINESS PREPARATION IN VIETNAM (FCPF-REDD+ VIETNAM)

 

REDD+ is an initiative to reduce greenhouse gas emissions and protect global climate system through forest development and protection, utilization and sustainable management of forests in developing countries with technical and financial supports of international community. The COP16 decision No. 1/CP16 (so-called the Cancun Agreement) of the Conference of Parties of United Nations Framework Convention to Climate Change (UNFCCC) identifies five key activities: i) reducing emissions from deforestation, ii) reducing emissions from forest degradation, iii) conservation of forest carbon stocks; iv) sustainable management of forests and v) enhancement of forest carbon stocks.

 

In Vietnam, REDD+ implementation is fully consistent with Government’s policies on responding to climate change, on green growth. It is expected that REDD+ will create new financial resources, contributing to forest development and protection, increase in value of forests and socio-economic development. Furthermore, REDD+ preparation and implementation shows willingness of Vietnam to join hands with the international community to protect global climate system.

 

THE IMPORTANCE OF IMPLEMENTATION OF THE PROJECT

-  Despite efforts of Vietnam to get REDD+ ready in recent years, capacities on management, coordination and negotiation skills of REDD+ institutions at all levels are quite limited and do not meet the requirements of the Government and donors;

-  A number of current policies and regulations that support for REDD+ implementation needs to be further modified, supplemented and completed;

-  Regulations on REDD+ safeguards haven’t been studied and guided thoroughly for REDD+ implementation to meet conditions, regulations of international practices and Vietnamese laws;

-  Studies on exploring opportunities and identifying options for the State Forest Companies (SFCs) and Forest Management Boards (FMBs) to participate and provide REDD+ service and forest environmental services in pilot provinces haven’t been provided yet;

-  Awareness on REDD+ of government officials, forest owners and local communities is still limited.

 

PROJECT OBJECTIVES

The long-term objective: To assist Vietnam to have an effective system for the future REDD+ implementation,  that  contributes  to  sustainable  forest management,  green  economic growth and poverty reduction, and  helping to mitigate climate change at regional and global levels.

The specific objective: To support for strengthening  institutional and  technical  capacity  of  National  REDD+  Steering  Committee,  VNFOREST and relevant central organizations and three pilot provinces (Quang Binh, Quang Tri and Dak Nong) to be REDD+ ready to contribute to successful implementation of the National REDD+ Action Plan (NRAP).

 

FOUR COMPONENTS WITH EXPECTED OUTCOMES OF THE PROJECT

Component 1: Analytical studies and development of capacities for the effective and efficient REDD+ implementation at national and provincial levels

Outcome 1: Strengthened national technical and institutional capacities for successful implementation of the NRAP; relevant REDD+ policies and regulations are drafted based on sound analysis and consultations; roadmap,  key  materials  and guidelines for the development of Provincial REDD+ Action Plans (PRAP) of pilot provinces have in place.

 

Component 2: Policies review, and studies and development of user-friendly guidance materials on the SFCs reform for REDD+ service provision

Outcome 2: Feasible plans and options for participation and provision of REDD+ services of SFCs & FMBs; technical guidelines for SFCs & FMBs to become providers  of  multiple  forests  goods  and  environmental services (including emission reduction) is available.

 

Component 3: Stakeholder consultation and regional cooperation, and strategic environmental and social assessment in connection with the refinement of National and Sub-National REDD+ strategy options

Outcome  3: A government regulation and detailed technical guidance on stakeholder  consultation to promote full and effective participation of relevant stakeholders, in  particular indigenous peoples and local communities as part of the REDD+ process;  refined strategic REDD+ options at both the national (NRAP) and provincial (PRAP) levels, together with a free-standing Environmental and Social Management Framework, all of which should be suitable for inclusion in the R-Package for Vietnam; strengthened regional cooperation on the REDD+ implementation and avoidance of emissions displacement.

 

Component 4: Project management, monitoring and evaluation

Outcome 4: The project is managed effectively accordance to the Grant Agreement, regulations of Government and World Bank; progress of the NRAP implementation and REDD+ readiness preparation is regularly evaluated to provide timely and reliable information for the Program management and formulation of relevant policies.
