Vietnam Forests and Deltas (VFD) is a 5 year program (2012-2017) funded by USAIDwith total amount of 26.525.855 USD grantto Vietnam.


The goal of the Vietnam Forests and Deltas Program is to help accelerate Vietnam’s transition to climate-resilient, low-emission sustainable development’.


The project has three technical components those targeting diffentent objectives as follows:


Focused interventions atforest areasthis component aims to reduce green house gas emissions from deforestation and degradation of forest and other landscapes through a new approach of sustainable landscapes.

With sustainable landscape approach, the forest is being seen not as stand alone but in comprehensive interactions with other elements in the landscape.The project interventions not only apply to improve forest management and afforestation but also together with investment in promoting climate resilient livelihoods in forested areas. The selected sites for piloting the new approach will be in Thanh Hoa and Nghe An provinces where the National Green Growth Strategies and Policy will realize into practice.

The main activitiesof this component include but not limit to building capacity for related organizations on scientific planning with effective and broad-based consultationwith those normally excluded; demonstrate methods for achieving measurable improvements in carbon stocks; multiple financial streamstobuild a sustainable financial base from environmental services as well as leveraging ecosystem service financing; demonstrate good practicesin reducing net emissions from forests etc.

Training will be provided to build capacity for partners at different levels as well as supporting them to take actions that demonstrate good practices in targeted provinces. Those rfield based eveidences will inform management and decision makers at MARD to develop timely guidelines for addressing practical issues from the fields of forest management, forest degradation and deforstation.


Focused interventions at the Deltaareas this component aims to increase resilience of authorities and local peopleagainst natural harzards in short term as well as to take actions to build resilience to long-term climate changes.

With the approach to build capacity and mobilize resources locally the project targets not only short term natural disasters (like storms, floods) but also prepare for the long term impacts (e.g. sea level rise, salinity,degradation of ecosystem etc.) in the two Deltas of Red River and Mekong River where the population density is very high and the importance for food security for the whole country.Two focus provinces selected for implementation are Nam Dinh and Long An provinces those represent typical issues have been rising in the areas.

The activities of this component will start with Vulnerability and Capacity Assessment (VCA) to identify potential risks and to develop DRR action plan at commune level.Meantimes, the poject will build capacity for partners at province and national levels to cope with long term and inter-provincial impacts of climate change in the Delta areas. Areas of main interventions will include solutions for fresh water management in plain of reeds, housing and watsan resilicence to flood; climate smart livelihood, zoning for sustainable development in scenarios of climate change etc.

Training and participatory planning will prepare for demonstration of the new models and good practicesin the targeted provinces that provide evidences to inform policy makers at MARD on development of guidelines on application and replication of the models that showed effective and feasible for the Deltas to adapt with climate change.


The unique of this project is that it intervents climate change at both areas of Forests and Deltas. So the coordination is very important for synergy and collaboration between the interventions of Emmission and Adaptation; between the short solutions and long term solutions; between the piloting models in provinces and sharing experience, drawing lessons learned in broader fora.

The overall coordination and support policy development will be undertaken at national levelin MARDthat to explore opportunities for learning(nationally and internationally), sytherizing and disseminating experiences (from practice)among the realated organizations within MARD and other line ministries. Those will help the designated departments of MARD to develop and implement practical guidelines for the technical and management issues in the areas of forests and deltas.
