II. PROJECT OBJECTIVES

1.     Overall objectives

Contribution to the maintenance of ecological integrity  and biodiversity of natural forest ecosystems in the south central region and Central Highlands of Vietnam, while enhancing local ethnic communities living standards.

2.     Specific objectives

- Protection and sustainable management of about 20.000 ha natural production forests in 03 provinces of Quảng Nam, Kon Tum and Gia Lai contributing to the natural resources protection, biodiversity, stable and regular income assurances  for 35 communes, 105 village communities through diversified forest products.

Of which:

+ Quảng Nam province:   9.500 ha.

+ Kon Tum province:         5.000 ha.

+ Gia Lai province:             5.500 ha.

- Livelihood development and benefit distribution mechanism at grass - roots.

- Lesson learnt from community forest management.

III. TOTAL PROJECT BUDGET

          Total project budget is 11,290,000 EURO, of which

1. ODA grant fund:

          ODA grant funded by German government is 8,000,000 Euro (eight millions Euro), equivalent to 10,666,670 USD or  224.000.000.000 VNĐ

(at exchange rate of  1 Euro = 28,000 VNĐ and 1 USD = 21,000 VNĐ)

2.  Counterpart fund:

          Vietnam counterpart fund is about 92,120,000,000 VNĐ (29% of total cost),  equivalent to 3,290,000 Euro or 4,386,668 USD.

(at exchange rate of  1 Euro = 28,000 VNĐ and 1 USD = 21,000 VNĐ)

IV. PROJECT DESCRIPTION

1. Project components

1.1. Component 1 – development of sustainable village forest management, protection and development plans.

    (1) Participatory land use planning at village level

          (2) Participatory forest land allocation

          (3) Village forest protection and development regulations

          (4) Village forest establishment and regulations

          (5) Development of community forest management plan

1.2. Component 2 – Monitoring village community forest protection and development

1.3. Component 3 – Benefit distribution mechanism

2. Project major outputs

          Output 1: “Sustainable forest management and protection

Forest-dependent local ethnic minorities are foreseen as target group to be engaged in forest protection, sustainable forest management (SFM) and participatory impact monitoring. SFM is envisioned to (i) enhance carbon stocks through avoided forest degradation, (ii) in-situ preservation of biodiversity and (iii) as co-benefit contribute to livelihood development of the forest-dependent population through sustainable and low impact forest utilization to satisfy their subsistence needs.

          Output 2: “Livelihood development and benefit distribution mechanism at grass-root”

A Village Development Fund (VDF) will be established in the name of the village community at a district branch of the AgriBank to provide initial financing for alternative income sources (through agricultural extension packages) away from unregulated forest exploitation. Financial support for livelihood measures will be intimately linked to a clear forest protection compliance monitoring to allow for a measurable impact that can justify the provided financial assistance.

          Output 3: “Experiences are presented at a provincial and national level to respective Departments and Ministries as contribution to ongoing policy development”

Field experiences are to be communicated to provincial and national decision-makers to be considered during strategic planning and to contribute to policy development.
