Launching project on "Sustainable Forest Management and Biodiversity as a Measure to Decrease CO2 emissions" (KfW8 Project) in northwest Vietnam

Contributing to the Forestry Restructuring scheme, in November 2014, KfW as donor and the Ministry of Finance signed a loan and grant agreement funding for the project on "Sustainable Forest Management and Biodiversity as a Measure to Decrease CO₂ emissions" (KfW8 project). On Dec. 22, 2014, KfW8 project officially launched in Lao Cai city (Lao Cai province). Participating in the launching ceremony were representatives of Ministry of Agriculture and Rural Development - project line agency; Management Board of Forestry Projects – project owner, Departments of Agriculture and Rural Development of Yen Bai, Lai Chau, Lao Cai, Ha Giang, Bac Kan provinces - subproject owners and PMUs at all levels.

KfW8 project shall be implemented in 5 northern mountainous provinces in Vietnam (Yen Bai, Lai Chau, Lao Cai, Ha Giang, Bac Kan) for 7 years (2015-2022) funded by the German Government through the KfW Development Bank with total of EUR 26.07 million (of which fund of concessional loans and grants is EUR 20.5 million and Vietnam counterpart fund is EUR 5.57 million).

Project beneficiaries are forest management units, organizations, communities and people in KfW8project areas. The main project objectives is to enhance the biodiversity in the forest ecosystem and the integrity of the ecological landscape in the northern mountainous areas of Vietnam and to contribute to the regional adaptation to climate change, CO₂ emission decrease and supported livelihood for the local population. To achieve this common goal, the project will support the provinces in enhancing the biodiversity value and the quality of forest ecosystems; improving forest management in the value-added biodiversity, ecosystem services of forests (habitat, soil and water resources protection), and economic efficiency through the application of silvicultural interventions.

The project implementation will enhance the biodiversity of protected areas; increase the economic and ecological value of 7,000 hectares planted production, 12,000 hectares of natural forest, create immediate income for people through thinning and timber sales as well as increase revenue through lumber provision in the future; increase agricultural and trade production through improved small-scale infrastructure and livelihood activities for 250 villages around the protected areas and 500 ha terraces as well as increased water balance for agricultural production in the low land; people in the project area will have more knowledge and skills in technical management, forest protection, use and development, as well as livelihood support; contribute to the sustainable use of natural resources, adaptation to climate change and CO₂ emissions decrease...

Mr. Nguyen Thanh Duong - Deputy Chairman of Lao Cai PPC said,  participating in the KfW8 project will help Lao Cai province to get investment for forest protection and development, conservation and promotion of biodiversity and forestry economic development creating good conditions to perform the management and protection tasks of existing forest areas, especially the areas of protection forest (137,856 ha), special use (58,142 ha), two Nature Reserves of Hoang Lien and Bat Xat in the coming time.

At the Launching Ceremony, Mr. Vu Xuan Thon - Director of the Management Board of Forestry Projects affirmed that the  project is crucial as a contribution to the forest protection, management and sustainable use, livelihood improvement and biodiversity enhancement; in line with Party and Government policies on forest protection and development as mentioned objectives of Forestry Development Strategy 2006 - 2020, Forest Protection and Development Plan 2011 - 2020, Decree 117/2010/ND-CP on special forest establishment and management; at the same time the project will also be a driving force for implementing forestry restructure scheme in the northern mountainous provinces of Vietnam.
