The Management Board for Forestry Projects under the Ministry of Agriculture and Rural Development , the Minister master programs or projects (investors for programs , projects , master plans for programs and projects , technical assistance projects - after referred to as the project owner ) directly manage and use ODA funds , counterpart funds and other funds ( if any) for the management, implementation of programs , projects and technical assistance programs and projects in the field of forestry and rural development
